Minutes – Wednesday March 10, 2010, 7:00pm

Meeting called to Order @ 7:00pm
1. Minutes of February 10, 2009, approved.
2. Next meeting April 21, 2009, at 7:00pm
3. Use of Video Cameras Downtown – Jack
Councillor Jeff Lehman is interested in the principal of having video cameras. This could be a long process and will be done in consultation with the BIA, a representative from this committee and the police service. We hope for a positive report.
4. Sale of Drug Paraphernalia – Kelly
There is no by-law concerning the display of paraphernalia in corner stores as they are retail. In Whiterock and Surrey B.C. there are by-laws to sell the paraphernalia behind closed doors and to those over 18 years of age. In Oshawa, the by-law is zoned the same as rooming houses. A by-law is being worked on and needs to be voted on by City Council. Jeff Lehman will inform the committee when it goes to Council. The public could also tell the store owner they are displeased with the sale of paraphernalia.
5 C.N.C.C. Super Jail (Central North Correctional Centre) – Kelly
Kelly made enquiries to the Super Jail on Jan 21, 2010 and only received a notice this afternoon informing us as to the procedure for the release of inmates. We have further questions. Do guards at the super jail have a list of who are being released? What is the role of the John Howard Society for men and the Elizabeth Fry Society for women? What the Rehab Officer’s role is. How many on average are being dropped off per bus. How many re-offend. Some prisoners receiving bail have no ID as the ID is left at the Super Jail. The bailed out person could stay at the Salvation Army. ID should be transported with the prisoner back and forth. Send your questions to Kelly, she will forward to CNCC.

6. Signs at the Five Points need to be larger as people get confused at the corners. Sharon will find out the process for getting larger signs.
7. Neighbourhood Watch – Heather is in touch with Constable Angela Butler who is dividing the neighbourhood into smaller communities. Heather has made a flyer to promote and recruit members.
8. Ben, Co-chair of the BDNA steering committee mentioned that a community meeting is planned for late April or early May to talk about CPTED (Crime Prevention Through Environmental Design) and Bylaws. CPTED shows how proper design and effective use of the built environment can reduce the incidence and fear of crime in a neighbourhood.
