- Minutes – May 12 meeting approved.
- Barrie Historic Neighbourhood Strategy” - Stacey Forfar, Project Planner
Stacey gave a brief history of the development of the document and emphasized the community involvement in the process. She briefly talked about the concerns express by the residents including the need to enforce the bylaws (noise, property standards, boarding and rooming house), the need to restrict the number of bars downtown and others. One recommendation is for the Council to have a permanent Community Committee to replace the existing one. The staff report will go to Council on Monday June 14 for discussion and approval. Committee members are encouraged to attend the meeting to support the report.
It is expected that a Heritage Strategy will be developed starting in September in
order to preserve the heritage building in Barrie.
- Business Arising:
i. Video Cameras in the
Downtown - Jack
Jeff Lehman has been in touch and is organizing a meeting to include
Representatives from the BIA, Barrie Police Services, BDNA himself.
The date and time to be determined. City Staff have been researching the use
Of cameras in other Cities and this info will be forwarded to the Crime Prev.
Committee before the meeting.
ii. Drug Paraphernalia in
Corner Stores – Kelly
The letter Kelly prepared is to be revised. We discussed different options; a
petition, a newspaper article. Sharon will meet with Kelly
to review the letter and talk about other options.
iii. Super Jail Offenders released in Barrie –
Kelly still trying to get information - i.e. Eileen Carroll/Patrick Brown’s
Offices & Assistant Deputy Minister, Adult Institutional Services (Ministry of
Community Safety and Correctional Services. Jack will talk with Roy from
The Salvation Army and Police Chief Frechette to see what he can find out.
iv. Bars on Dunlop Street - Stephen
The Committee discussed two issues – the many bars (40) bars located on
Dunlop street and the second, the noise from the bars (bands/entertainment)
that disturbs the residents in adjacent residences/apartments (especially Friday
and Saturday nights). The bars with “garage doors” are adding the problem.
We were advised that residents should contact the Alcohol and Gaming
Commission of Ontario (AGCO) with concerns. (See Appendix A)
Barrie does have a “ noise” bylaw- (see Appendix A)
Barrie bylaw enforcement was discussed (related to noise issue). The Bylaw
Office is open from 9 a.m. to 5 p.m.. After hours - call and leave a
Message, they check messages approximately every 20 minutes. Often after
hours they ask you to call the police. There seems to be an issue with
enforcing the bylaws.
v.
Traffic Signs at 5 Points Intersection- Bryan
It was suggested that Bryan call George K.at City Hall to see if traffic
signs could be enlarged.
- Neighbourhood Watch – Heather
We expect that the Mary Street program is proceeding as planned.
- CPTED/Property
Standards Community Meeting – May 25th
Presentation by Angela and Robb both went well. There were approximately
50 people in attendance.

A ½ page flyer (draft) has been developed to promote the Committee and includes contact information. Feedback is welcome – contact Sharon
- Citizens on Patrol - Stephen has offered to be the contact for this and will
be contacting Angela to see when this program will be available.
