MINUTES

1. Minutes of Wed. Aug.10, 2010 – Approved as written
2. COMMITTEE BELIEFS: ALL MEMBERS SHALL:
- attend meetings as regularly as possible.
- ensure that meetings are welcoming and open to everyone.
- act in a professional manner and treat others with respect, courtesy, honesty and fairness.
- ensure a safe and productive Committee environment by encouraging everyone to

All present agreed.
The BDNA Steering Committee determines the position of the BDNA on issues related to the
downtown – ie. The downtown bars. This is done by taking into account member comments and
opinions expressed to the Steering Committee. Mike is the BDNA media spokesperson and
speaks on behalf of the BDNA. Individual members of the BDNA can not represent or speak on
behalf of the BDNA. The Steering Committee members are: Ben Strudwick, Stephen Riddell,
Bryan and Jayne Rusnell, Mike Fox, Cindy Giller, Sharon Wozniak, Geof Birchall
3. Drug Paraphernalia in Barrie Stores – Kelly
The Petition is now online www.barriemeansbusiness.com/phpPETITION. Thanks Ken.
4. Video Cameras in Downtown Barrie
Police Board asked Police Chief Mark Neelen to look into Video Cameras in the downtown and we
expect to hear back on Sept. 21, 2010
5. Downtown Walk-About – Stephen
Walkabout to begin Fri Sept. 10, 2010 from 11:30pm to 2:30am. The group will observe the Bars
and crowds at closing time. Rain date is Sat Sept. 11, 2010same time.
Walkabout for Property Standards is planned for daytime in October.
6. Lighting on Mary Street –Heather
City staff was informed about lights out on Mary Street - in Front of Liquor Store and at 81
Mary St. Got no response. Will try again. Back of Liquor Store needs extra lighting or change to
Brighter lights. May need to write letter to LCBO. Jeff will look into.
7. Mayoral Debate –Karen
Met with two groups - Aware and Living Green and they are having a debate with the Mayoral
Candidates along with local Citizens. The debate to be held at Council Chambers or Southshore, this
has to be arranged. Members are to submit questions to Karen.
8. Property Standards/Long Term Planning – Cindy
A public meeting is being held on Sept 27, 2010 at City Hall, to receive public input into the
proposed “minimum distance separation of 50m for tattoo parlours, pawn shops, body piercing
parlours and payday loan establishments in the downtown” zoning bylaw change. The BDNA will
be developing a position. Boarding/Rooming Houses need a separate bylaw change and would require
a larger separation distance. It was felt that Bars should also have a separation distance.
9. Benches Downtown –Cindy
There was discussion about the need for Trees along Dunlop Street and Benches on Maple & Ross
Street for next year. It was suggested that a letter be written to Walter Fiskar asking that the City
include the purchase of benches (for the downtown) be included in the budget (estimated cost
$30,000). Cindy and Jayne to draft letter and circulate it to Steering Com. members.
10. Fundraising for BDNA - Cindy
It was suggested that we have a Booth at the -Christmas Tree Lighting, - to promote BDNA and
Receive donations. Anyone interested in donating their time, contact Cindy.
11. Licensing of Bars –Mike
A strong stance is needed on Licensing of new Bars, whether it is a Bar or Restaurant. There are
a large number of bars on Dunlop Street. Promoting of new downtown businesses is needed.
The Licensing process needs to be reviewed. It is important to ensure good quality of life, safety
and crowd control downtown, these affect everyone. AGCO deals with new licenses. Clerk
working on alternatives.
BIA engaged Robert Booth to market the community by promoting Tourism as people want to
work and live in the community including Business Owners along with Residents.
Jeff Lehman has organized a meeting on Sept. 9/10 at City Hall to discuss bar licences and closing,
noise issues etc. He is recommending the following:
1. Keeping good communications between Bar Owners and Residents.
2. Increasing enforcement of AGCO overseeing infractions.
3. Additional Policing through fund.
4. Longer lag times between last call and closing
5. Get Provincial Government involved with legal matters and increase fines and/or community service.
12. Super Jail Offenders Released in Barrie
Ben to receive letter from the Super Jail in Penetang from Mr Small to explain procedure by
Sept. 22nd 2010.
13. Signs at 5 Points – Brian – put on the back burner for now.
