MINUTES OF THE COMBINED CRIME & LONG TERM PLANNING MEETING-OCT 13, 2010

BARRIE DOWNTOWN NEIGHBOURHOOD ASSOCIATION/

PROPERTY STANDARDS & LONG TERM PLANNING Committee

WEDNESDAY, OCTOBER 13, 2010 – 7:00PM

 

PRESENT: Chris, Jack, Stephen, Ben, Mike, Bryan, Jayne, Kelly, Nick, Ken, Sharon, Irene, Cindy, Janet, Jeff

 

1.      Minutes of Wed. Sept. 8, 2010 – Approved as written

2.      Downtown Bars – Mike -  Meeting held on Sept 9th  brought together staff from the AGCO, City staff, bar owners, BIA and othes  to discuss noise issue, licensing and bar closing. 

Noise issue:  noise meter has been purchased – noise can’t be over 85 decibels after 11.

    by-law office to look into what has been done in other cities.

Transit: looking into running a dedicated route from 10 p.m. to 3 a.m.  – city/BIA to 

   investigate further

AGCO:  enforcement staff limited.  City sending a letter to Province requesting furthe

   staff. 

Separation Distances for Bar:  BDNA should bring up at public meeting on Sept. 27th.

   want to keep tattoo parlours, check cashing est. separate from bars.

Designated Taxi Lane:  taxi companies need to be involved

Paid Duty Officers:  BIA/City to meet about this.

Next Steps:    members attend public meeting on Sept. 27th and the Mayoral debate

On Oct. 19th.  It is free and open to the public.   Can also keep pressure on Bars as business licences are renewed each year.

 

3.      Downtown Walkabout – Wed. October 27 at 5 p.m.  to meet at Barrie Community Health Centre.   Will focus on west side of Dunlop from 5 points.

 

4.      Barrie Central High School Closing - Erich Jacoby-Hawkins School Board Trustee for Wards 1,2,3 gave a brief overview. Barrie Central is starved for funds for repairs.  School Board looks

       at reports from schools and then trustees decide what to do.   Schools need 1200 students to   

       stay open.  Public needs to be made aware of what is going on, this can be done through the

       news media, also making  alliances with other School  board members.  Keeping Barrie Central

       open attracts families to the downtown area.   BDNA will speak at the next School Board

       Meeting.    BDNA position is to support keeping Barrie Central open.

 

5.      Super Jail - Jack –

Jack’s report was sent to all and he summarized the key points.   Need more info from

other Ont. Cities that experience the same problem – i.e. Peterborough and Oshawa.

Issue on hold until after Municipal Election – then will approach newly elected Councillors. Would like a report from Police Services detailing the impact of this on downtown Barrie.

6.      Drug Paraphernalia  – Kelly   

       The Petition is on the Web Site, but we need more venues to circulate the petition, such as

       Apartments, Clubs, Senior Centres, etc.  Will pass out petitions at upcoming Mayoral Debate –

       Oct. 19.10

 

 

7.      Video Cameras –

        Mark Neelan, Police Chief is waiting for information from other Police forces about their

        experience before to putting a report together.

 

8.      Downtown Benches –  Cindy

Cindy and Jayne sent a letter to Walter Fiskar requesting the funds for the purchase of 10 benches for the downtown core.  This is to be included in the budget for next year.

    

9.      Booth at the Tree Lighting Ceremony  from 5:30 to 7 p.m. -  Cindy

Volunteers needed to man a booth to promote the BDNA.    Jayne and Cindy to do one shift.

 Need at least two more.  Let Cindy or Jayne know if interested.

 

10.  Next Meeting at 7 p.m. on Wed. Nov. 10.10 at the BCHC.
