CRIME PREVENTION & PROPERTY STANDARDS &

LONG TERM PLANNING COMMITTEE

NOVEMBER 10, 2010 @ 7:00PM

 

 

PRESENT:  Brian, Jayne, Rosie, Jack, Don, Sharon, Karen, Mike, Lynn and Irene

 

1.        Minutes of Wednesday Oct 13,2010 approved as written

 

2.       Welcome Lynn Strachan, Ward 2 Councillor Elect, who wishes the Downtown area of Barrie to be safe, enjoyable and inviting.

 

3.       Four new police officers have been hired for the downtown.   This means the police Dept. office at the bus terminal is expected to be open regularly through the day so people can drop in. 

 

4.       Downtown Walkabout –

Nine Committee members went on the walkabout on Oct. 27th.  The walk started on Maple Street and focused on the west end of Dunlop Street from Bayfield to Toronto Streets.   The following items were noted:

.  Garbage on the vacant lot and along the street on the north east corner of Maple and Simcoe

    Streets

.  the alley behind the Bus Depo - shrubs need to be cut and more lighting is needed

. empty rooming houses on Toronto street

.  more lighting needed in the parking lots and alleys located at the north east corner of Dunlop   

   and Toronto Streets, also disabled car and van need to be moved.

.  house on Mary Street needs to be cleaned up and wiring on another building was questionable

.  vacant lot at 5 points may have safety issues

. cigarette butt containers and recycle bins are needed downtown, street light posts need

   painting

. lighting needed at Bayfield and Ross streets and in parking lot behind the bank.

 

5.       Central Closing

        Cindy made a presentation to the ARC Committee of the School Board, regarding the closing of

        Central High School in Barrie.  The process for public consultations being used by the School

        Board is confusing.  Barrie has a provincial mandate for urban growth, employment and high

        density living in the downtown core.   It was felt that it would be easier and more cost effective

        to keep Central open rather than bus Central students to other schools.    Need to lobby

        trustees to keep the school open especially those outside of Barrie – ie. Bradford, Collingwood,

        Orillia.  The BDNA want to see Barrie Central Collegiate stay open.   The next ARC meeting will

        be at Barrie North Collegiate on Nov. 30th at 7:00pm.  Need to make the closing of Central more

        public with Letters to the Editor from the residents and members of the Committee.

       Susan Ley is a local school trustee.   Cindy will contact and invite to our next meeting. ,

       She will also write another article and send to Lois Watt at the Advance.

 

6.       Super Jail offenders released in Barrie 

Kelly W. requested information on the process used for transferring released offenders from the CNCC to Barrie from Superintendent of the Jail.  From there the request was sent to Aileen Carrols/Patrick Brown’s offices and then to Deputy Minister Steven Smalls Office.  Kelly has now

Sent an Access to Information request as very little information has been forthcoming to date.

Jack asked that the Steering Committee send a letter to Barrie City Council requesting the Ministry of Community Safety and Correctional Services amend the current transportation policy.  This requested is being forwarded to the BDNA Steering Committee for consideration.  

 

7.       Letter of Welcome

It was recommended that we write letter of welcome to new business in the downtown starting with Jennifer Clementi a new photography business at 6 Maple Street.

 

   Standing Items

8.       Downtown Bars –

Waiting for new Mayor and New Council to start.   Expect that the Committee that met in September will meet again.

 

9.       Drug Paraphernalia

        No report

 

10.   Video Cameras:

               Police Chief is getting information from other cities.  Will be presented to Police Board when

               Investigation is complete. 

 

11.    Minimum Separation By-Law –

Bylaw being reviewed given input from the public meeting held in Sept. 

Bylaw will go back to Council - no date set.   Next step is to look at minimum separation for bars and rooming houses.

   

12.   Tree Lighting Ceremony – Nov. 19th between 5 & 9 p.m.

Table to promote BDNA.  Cindy and Jayne will do first shift and Irene and Rosie volunteered

 To do second shift.

13.   Inauguration of Mayor and Council Members on Dec. 6, 2010 at 7 p.m.

 

14.   Next meeting Dec. 9, 2010 at 7:00pm at the BCHC.
